Child Care Policy Shows Promise for Common Ground

New America senior fellow David Gray, together with Grace Reef, president of the Early Learning Policy Group, published an op-ed this week in The Hill detailing the efforts underway this year to reauthorize the Child Care and Development Block Grant program, which hasn't been reauthorized since 1996. The uncharacteristically bipartisan process creates new optimism for Congress. They write,

What we are watching is a process which defies conventional wisdom in Washington.  There is so much written about Washington gridlock, polarization and stalemate these days.  Congress has shown little ability to find common ground across party lines on healthcare, immigration, taxes and a host of other issues.
