Is Countering Violent Extremism Measurable?

Countering Violent Extremism or CVE has long been heralded as an essential aspect of the fight against terrorism. Yet the effort to measure CVE’s effectiveness has lagged behind the calls for expanded CVE programming. Can CVE be measured? What new tools, methods, and technologies might enable detailed evaluations of CVE effectiveness? How should the field develop to avoid waste and counterproductive interventions? 

To discuss the future of measuring CVE, New America welcomes Muhammad Fraser-Rahim, Executive Director North America for Quilliam International, a counter-extremism think tank, who previously served as a Senior Program Officer at the U.S. Institute of Peace and who worked for the United States Government for more than a decade for the Department of Homeland Security, Director of National Intelligence, and the National Counterterrorism Center; Evanna Hu, CEO and Partner of Omelas, a data analytics and machine learning firm that automates, quantifies, and standardizes the field of countering violent extremism; and Jonathon Morgan, CEO of New Knowledge, which builds technologies to automatically extract knowledge from data and model human behavior.
