Emmy Liss is an experienced public sector leader with over a decade of experience in strategy, planning, and operations work and a passion for early childhood education. Currently, she advises state and local leaders on early care and education and co-facilitates a learning community for cities and counties focused on implementation challenges. She also consults with organizations tackling challenges in child care and Pre-K-12 education and does related writing and research work.
Liss served as the Chief Operating Officer for New York City’s early childhood education program, building an early childhood education system that now serves nearly 100,000 children from birth to five. Prior to that, she worked with school system leaders and foundations as a consultant in McKinsey & Company's education practice. Liss holds a B.A. in Political Science from Brown University.
