Heather Roff was a fellow in New America's Cybersecurity Initiative. Her research interests pertain to international ethics, security, and emerging military technology, particularly cyber warfare, lethal autonomous weapons, and unmanned systems. She is also interested in the Responsibility to Protect doctrine, international humanitarian law, and the philosophy of Immanuel Kant. She is a senior research fellow in the department of politics and international relations at the University of Oxford and a research scientist in the global security initiative at Arizona State University.
