Lindsey Phillips is a senior policy analyst with the Center on Education and Labor. In this role, she is committed to advancing high-quality and equitable pathways for youth to transition from high school into postsecondary opportunities and on to meaningful careers. Phillips plays a key role in supporting two multi-partner national initiatives, the Launch Pathways Initiative and the Partnership to Advance Youth Apprenticeship.
Prior to joining New America, Phillips worked as the Pathways Program Manager at the Texas Education Agency where she was instrumental in the advancement of the Texas Tri-Agency Workforce Initiative, a collaborative effort among state agency partners in K-12, higher education, and workforce development to develop strong links between education and industry. Phillips led the Texas Regional Pathways Network, established the first cohort of Tri-Agency Regional Conveners, and served on the Tri-Agency workgroup for advising and work-based learning. She also convened a statewide steering committee to develop, field test, and pilot Texas' first Effective Advising Framework.
Other prior experiences include leading regional pathways initiatives at the West Central Texas Workforce Development Board, working in higher education admissions and financial aid, and serving as a school counselor in a rural northeast Missouri school district. Phillips holds a master's in school counseling and is a certified K-12 school counselor in Missouri.
