Background Paper for the UN High-Level Advisory Body on Artificial Intelligence

As the world grapples with how to govern artificial intelligence, New America’s Planetary Politics initiative is contributing to multi-stakeholder processes aimed at ensuring all societies capture the benefits and avert the risks of exponentially developing AI. 

Answering a call from the UN High-Level Advisory Body on Artificial Intelligence, Planetary Politics, along with partners at the Igarapé Institute and Tech Diplomacy Network, submitted a background paper to help inform the body’s interim report. The background paper emphasized the need for global AI governance that prioritizes the inclusion of developing countries, facilitates the development of local AI ecosystems, and adopts networked processes that can help promote geopolitical stability and coordinate governance frameworks. Some of the paper’s specific recommendations – such as the creation of a Gavi-like body for AI data, compute, and talent – were incorporated into the interim report, which charts principles and functions for inclusive and effective global AI governance.
