It was John Adams who enshrined in the Massachusetts Constitution the guiding principle that we Americans aspire to “a government of laws and not of men.” Today, our government of laws faces unprecedented challenges. We write on behalf of two organizations — the Institute for Constitutional Advocacy and Protection at Georgetown Law and Checks and Balances — that share core concerns about the rule of law in America in four key areas as 2019 unfolds.
