David Forscey

David Forscey was a fellow in New America’s Cybersecurity Initiative. Forscey is managing director for the Cyber & Technology program at the Aspen Institute, where he runs the Aspen Cybersecurity Group. Previously he was a senior policy analyst at the nonpartisan National Governors Association Center for Best Practices, where he helped run the Resource Center for State Cybersecurity. Before coming to NGA, he worked on surveillance reform, counterterrorism, and foreign policy as national security fellow for Third Way. He has also spent time at the Harrison Institute for Public Law, the National Security Division at the U.S. Department of Justice, the Senate Judiciary Committee, and the European Chemicals Agency. He earned his J.D. from Georgetown University Law Center in 2015, and graduated magna cum laude from the University of Virginia.
